not remove the tax

Hello!

I add a product to my basket and write a VAT number and company in my address. I have added the EU VAT Number field.

At the last 6 step of the order did not remove the tax.

I refresh the page. There is no tax in step 6 of the checkout page.

When I place my order as a guest, it does not remove the tax when refresh the page.

What is the problem?
