checkout page anchor focus

IS there a way to have the shopping cart page keep the next screen in focus, when we checkout on step 2, it goes to the bottom of the page, and the user has to scroll to see where to fill in the next step...

This doesnt seem to be how it should work... and the clients get annoyed with it not being in focus on the page... any help?
