Notification Email Language

Let's say i have 2 languages in my website English - German
Under what circumstances will the notification email for a New Order or for a Status Change will be send to the costumer in German?
Changing the Users/Customers Frontend Language to German in my tests did not work.

Yes but you need to go to EShop -> System -> Messages to translate all of content of emails from English to German from there.
