Customer Group - Restrict Purchases

Does anyone have a proposed solution to achieve the following

1. Create a Company Group i.e. Freds Workshop
2. This company will have 2 Levels - Manager and Staff
3. Staff can add to the cart, but cannot carry out a purchase
4. Manager can review the cart for their Company Group, they can add, remove items and complete the purchase

Any thoughts??
