V1.3.9 need multiple zones for Weight Shipping

HI
I have Eshop 1.3.9 installed and I want to have different zones to ship using weight based shipping but there is only one Weight based shippping option with no choice of zone?

What can I do to overcome this?

While I was fiddling with options I seem to have done something so that Shipping does not show in the checkout.
I now have all my zones configures and weight shipping configured and switched on, but at checkout it only shows options 1,2,5,6 ?

What did I forget?
