Required field on customer

Required field on customer was created by hafjellbonden
I want to set some of the required fields on the customer (Both Billing and Shipping Address) NOT required. In Norway we do not use region/state at all and its therefore not good to set it to be required. But it seems that I cannot do this?

These fields are required field for checkout so they can not be hidden/un-required.
