How can I use EU VAT ID Rules?

Hello there,
My e-shop is based in Bulgaria, but I sell my products to all European countries.
When I sell to Bulgaria, I must charge the local tax as usual. But when I sell to other European countries, I shouldn't charge taxes for customers who provide a EU VAT ID.
I see that this future is included in "Membership Pro". ( joomdonation.com/forum/membership-pro/50...able-this.html#72936 )
How can I do this in EShop?
