Document Links problem

We are having a problem using a direct link to the document URL.  We have had this issue trying to set up menu shortcut link directly to the document.  We also use direct links to documents in our bi-monthly email to members and they have been broken.  We are getting the attached error.    The links seem to work for a few days sometimes and then randomly break.   

Here is an example:   usjcisenate.org/index.php?option=com_edo...13e7a.pdf&Itemid=154

I got this link by going to this URL and clicking on the Enhanced Membership Benefits View button:   usjcisenate.org/index.php/programs

This seems to have started when the PDF view was added.  Does it randomly change links?

I can see the issue with PDF Viewer tool, could you please submit ticket on category: Edocman and provide your site credentials. I will check the issue for you.
