Password Download field and usage?

I notice there is a field titled "Password Download" but putting anything in here does not do anything to the download.  Can someone explain the purpose of this?  I would like the download to be visibly public but when clicked they are prompted to enter a password, even better woudl be register to download but I dont see that option either

When you create document, you can set the password to download it. At frontend, user should enter correct password if they want to download your document.

I have been changing the document password but can not get it to work. Whatever I enter, when I go to the front end and enter the password, I get 'Password not valid'.

I have cut, pasted, and typed it in with no success.

It's a nice option to have, so I would love to get it working
