Download files doesn’t support Khmer Unicode name

Hello, someone can help me!

All my file are Khmer Unicode/Khmer Langue, example is the file name :   បញ្ជីឈ្មោះ_ចាក់វ៉ាក់សាំងសាលាអន្តរជាតិរីឌីមេដ ម៉ារ៉ាណាថា របាយការណ៍ ចាក់វ៉ាក់សាំង យក៤.pdf when I click download button, the file name changed to áž”ញ្ជីឈ្មោះ_ចាក់វ៉ាក់សាំងសាលាអន្តរជាតិរីឌីមេដ ម៉ារ៉ាណាថា របាយការណ៍ ចាក់វ៉ាក់សាំង យក៤.pdf

How could we can fix this error?

Note : Make filename safely is disable from the begin.

Save file will change name is happening on Mackbook Safari.
It is work fine on Chrome and Opera well. I just know it when I test another browsers...
