SOLVED !!! Group Viewing Access for Sub-Categories was created by Gerard James
User group viewing privileges has been assigned to sub-categories.

All members of a particular group are restricted to only be able to view the sub-categories in a particular Category.

Can members of the same group be restricted to view/download documents in one sub-folder in the category and not in another?

Got it! I can't believe I missed this.

The sub-category viewing access can be restricted via User ID.

Got the job done.
