Maximum upload size issues

Joomla 3.7.5
EDocman 1.8.8
PHP 7.0.23

I am having an issue with the Maximum allowed upload size in EDocman. In the configuration of EDocman, it is set to 100MB. In PHP it is set to 100MB. However, if I go to create a new document in EDocman It says the max upload size is 8MB.

Is there a setting somewhere I am missing?
