Allow access to secure documents by another site

Hi all, I've had a request from a client who wants to allow access to secure categories of documents via an alternative method than standard single account logins for registered users.

They want residents and ratepayers of a whole city to have access to secure categories of documents. They initially asked for a single username and password, and for the account to be locked down so that no-one can change the password. This method is not ideal.

The client is okay with the city government publishing the documents on their website. However, this creates maintenance issues when the documents are updated, there'll be extra copies to update. Especially since other city governments are interested in adopting this idea in future.

I was wondering if the document listing could be published on another website, perhaps using an iframe, and have the secure documents only accessible if they open them via that website, which would be that city's government website.

I haven't handled anything like this before, so am not sure of what the best solution might be. Any suggestions or examples welcome.

Otherwise, as a last resort, we will just need to publish a username and password on the city government's website with a link to the document listing page.
