Login screen to Download Document

I have published a public document in a public category and it still asks me to login in order to download the document. In configuration it is set to - No - Collect Downloader Information and the Download Type is Direct Download. The site is www.acalltoaction.org.uk/component/edocm...dges-chris-mcdonnell It is the first article on the Home Page.

After writing this I received an email which stated:
Dear Alex Walker
You requested to download document on our website. Please click on the link below to download the document
Click here to download. The link will only valid for 3 days.
Regards,
Website Administrator Team

I also updated another site to 1.7.4 and it would not let me download the document from the direct link. See the attached image. I reverted back to 1.7.3 and all was good.

ALSO - the document I uploaded in 1.7.4 did not appear in my Latest Document module. When I reverted back to 1.7.3 it did appear.
