You meant the content of the document (like the content of the PDF file) or just the description of the document? Please let me know so that I can think about it further

Is there an answer for this question? I am looking to create a document that isn't indexed/followed either, yet it needs to be a publicly accessible one.

Hi,
You can select the Access level for your documents is special, in that case, none can access your documents both guests and Search engines.
