Cannot sort by Order column

Joomla 3.4.1 and Edocman 1.6.3

Cannot sort documents by order. when choosing to sort by order documents are assigned order positions in the 100s and thousands. Cannot manually input the order because when saving order, documents are saved in order by twos: 2, 4, 6, 8 ...

I have dozens of categories and thousands of documents. i need the sort by order to work.

Also, why can't Edocman sort by drag and drop like core Joomla 3.x.x?
