Permissions problems was created by Ari
The permissions default to allowing the "Public" group to "Download" documents. If I set the permissions for "Public" Download to "Denied" then all the other groups show a conflict.
This is a real problem if I don't want the Public and Guest groups to download documents (eg only allow registered users in certain groups to download). I see similar in the "Category" permissions configuration, but there it actually shows that there is a conflict. Please see below from the global config, followed by one from the Category config showing the "conflict".
How can I fix this?

Hi
The solution is don't set permission of Public Group To "Denied". If you set it to "Denied", permission for all children group of Public group will be denied as well and they won't be able to download documents.
So instead of set the permission to "Denied", just set it to "Inherited" and It will work well. Please give it a try
