ACL at file level

Now I may be confused on this, but I wanted to see if you had any issues with ACL at the file level.

I set some files in a category to a specific user yet they all see it.

I have user Cstore
that is parent to Registered and has access to cstore and registered

then I have internal
that is parent to Registered and has access to cstore, registered and internal.

I want the internal documents to only be seen by internal, but internal can see the cstore documents.

but the documents that I set as internal are showing up for cstore.

I am sorry but I still don't understand the actual issue. Could you please explain more details or better, submit a support ticket sending me administrator account of your site so that I can check your settings ?
