Permissions issue at document level

Hi,
I have some documents that I want the public to be able see exist (as opposed to view it on line), but not to download.
Registered users can see they exist and download.
Currently I have
Dashboard:
Public >> Download >> Inherited
Registered >> Download >> Inherited
Category:
Public >> Download >> Inherited
Registered >> Download >> Inherited
Document:
Public >> Download >> Denied
Registered >> Download >> Allowed
However when I do this get a conflict on the Registered in Document and, although logged in as a Registred User, I can see the document but I can't download it.
I have tried allowing Registered to Download at the Category level but it makes no difference.
Please can you tell me how to set up the positions for this.....at the document allow Registered to See and Download, Public to see the document but not download it.

Hi
Don't see the permission for Public group to be Denied. Please set Download permission for Public group to be inherited and for Registered group to be Allowed and everything will work well.
You also don't need to setup permission for each documents. Simply setup it in the Dashboard only and everything will work well

Thanks very much works like a charm - couldn't see the woods for the trees......
I am doing this at the document level because I have documents that allowed to be downloaded by Public.
