What are and how to use Licenses Menu option

On the admin page is an option to enter Licenses. I can't find anything about this in the manual and would like to know what this is used for an how to use it.
When entering a document there is a field for License but I don't know how this is used.
Any idea on when you will be turning on the Fields? It would really be nice to capture more information on who downloaded what.
