Hi
You can change the permission settings alitle. Go to EDocman->Dashboard, click on Options button in the toolbar, you will see a popup. Choose the Public group from that popup, set Download permission to Allowed.
After that, the download button should be showed. Joomla ACL is flexible but sometime, it is alitle difficult to find simple thing
