Quantity plugin for 19 Zones!

I have 19 Zones. Since this system divides the world in "zones", so if I have a quantity shipping costs divided by Zones, I would need the quantity plugins. I have only 6 quantiti shipping plugins. I need 19 of them. Can I alter the files into the plugin 6 to create a plugin number 7? Otherwise I cannot use the system because my client sends in all the world and not in 6 zones. Please any suggestion?
