free shipping pro plugin customization

Hi, i have a complicated situation, the shipping must do this calculation:
1) calculate the volume of the cart
2) compare the volume (multiplied every cubic meter by 250) with the weight
3) the greater value is the winner
4) every geozone have a table of price based on weight
(for example Austria:
<300kg=26,79€ every 100kg if the product weight is 290kg => 26,79*3=80,37€,
<500kg=25,99€ every 100kg if the product weight is 390kg => 25,99*4=103,96€....)
5) 5% diesel readjustment so if is 103,96 i multiply it by 1,05
6) after add 12€
7) if the product have a option (I don't know if it's possible) add 25€
if is extra EU add customs tax 45€

For example:
1) product measures: 80x120x180cm = 1,728 cubic meter
so 1,728*250 = 432kg
2-3) if the product weight is 320kg the winner is the greater volume weight= 432kg
4) the weight is <500 so every 100kg is 25,99€ (table for Austria)
25,99*5 = 129,95€ (Austria)
5) mutiply by 1,05
129,95€*1,05 = 136,4475€
6) add 12€
136,4475+12= 148,4475€
7) one product in the cart have the special option so i must add 25€
148,4475+25=173,4475€
if is extra UE add 45€
173,4475+45=188,4475€

is the "free shipping pro" plugin customizable for this situation? the best way to make the point 7?
