Easy way to check all zones except one.

Hi, I've seen this question a couple of times but can't figure it out. Is there a way to EASILY select ALL the zones (countries) except ONE country (say, New Zealand), and apply a flat shipping rate to each? So, one rate to New Zealand, and one rate to the rest of the world. I would like to avoid having to manually add each of the 180ish countries each time. Or even an SQL script would be good? Thanks!
