add as a payment method (paypal) tax of 5.6%? I must write to paypal.php

In Eshop, you have an option to enter the payment fee into each payment method. Can you use this feature to add extra payment to PayPal?

what I want is that when the client selects as method 'paypal' payment be charged a 3% surcharge on eshop can create taxes to apply only to the products, but not the method of payment. How I can apply a surcharge of 3% to method 'paypal' payment?
