Shipping Plugin - Enabling set prices

I have a client who produces "food snack packs" and wants the following shipping prices to be enabled within the shopping cart:

* up to 7 packs - $15
* 8 to 16 packs - $25

I am wondering which Shipping Plugin I should use and what parameters should be applied.

Any help/advice would be appreciated.

Seem this is an outstanding requirement for shipping method. So you want to have an shipping method to show the shipping price option to the customer based on number of products in their cart. Correct?

My client sells gourmet food packs. Each pack costs $19.95. He has a requirement for only 2 shipping price options. These are:

Orders of 1 to 7 Food packs would have a shipping price of $15 (for the whole order - NOT per item).
Orders of 8 to 16 Food packs would have a shipping price of $25 (for the whole order - NOT per item).

For example, if a customer orders 3 packs, the shipping price would be $15. The shipping price would also be $15 if the customer orders 7 packs. However, if the customer orders 8 pack or more, the shipping price would be $25.

He is not accepting orders above 16 packs.

That is reasonable.

However, I would like the new Shipping method to be able to have more than just the 2 payment options - In the future my client may decide to add a couple of additional options - for example, they may decide to accept orders of more than 16 packs.
