did you unzipped it before? component and modules and plugins are in diffent folder inside the package! if you still get the error try to upllod the com_ package on your server and istall it whit the other joomla installation form.

damdt, I have seen that topic before. I am working on my localhost yet. I don't upload my site a server.
I have upload your added php.ini file to my site's administrator directory too. But ant't solve the problem.
Already I don't get 500 internal error.
I get "There was an error uploading this file to the server. Unable to find install package" error on the following picture.
And , I have unziped the package before. I am working with joomla five years.

You need to find the php folder, and then, find file php.ini, open file and find the link
upload_max_filesize = 2M
and change it to
upload_max_filesize = 4M
save it, and restart the apache. It will be ok.
Good luck

This problem may isn't happen with other component, because sizes of them are small. But file com_osproperty.zip is over 2 MB while the max upload filesize of php is 2 MB. To solve this issue, we must increase the value of php setting first.
Thanks
