PayPal Plugin fails to install was created by Dennis Devine
I unzipped and attempted to install PayPal Plugin, only to get errors. Joomla! 3.10, 7.4.28

Warning
JInstaller: :Install: Can't find Joomla XML setup file.

Unable to detect manifest file.
