Is this intended? It's annoying have to edit/clear all those fields. For new subscription, all fields should be clear. When I select a user, then some fields should auto-populate from that user. Or this this an issue in my environment?

It should not auto-filled from some user in the database
Normally, it will only pre-filled if when you add subscription, you select an existing user for that subscription record and in that case, the system will pre-fill in the form fields use data of that selected user, not someone user
Maybe in your case, it's browser's autofill feature? if you are using Google Chrome , try to follow instructions at www.lifewire.com/disable-autofill-in-google-chrome-4103633 to see whether it helps solving the issue?

However, two issues:
1. There are on top of each other, not next to each other where users would expect.
2. There is a visible scrollbar?
Any ideas what's causing this?

1. Go to Membership Pro -> Configuration, set Twitter Bootstrap Version to Twitter Bootstrap version 2 and the layout should be fixed
2. For scrollbar, guess we need to add some custom css code to increase min-height of the plan container. Could you please submit a support ticket so that I can ask my template developer assist?

I have exactly the same problem. Also after I disabled autofill in google chrome and updated to 2.19.0

When you select an existing user, the system will try to populate data on the form using data of that selected user so that you don't have to enter data again (of course, you can change the data if needed)
That's expected behavior. Or you are saying that it auto populate data of a different user?
