Admin Emails Not Sending was created by Root
I'm not geting an email (as the admin) after a person registers for the event. I also believe the registered person may not be getting an email either (my test event didn't send one to me as the registering person) and they only way I know someone registers is via a PayPal generated email. Any ideas? I have only one email in the configuration setting of Event Booking.

Do you see the registration record from back-end of Events Booking when someone register for event ? Is your site on a local or on an online server ?

I do see a registration profile in the backend
my site is on a server and not local. Thanks for your help.

Then it might be a problem with your mail setting on your site. Could you please try to go to back-end of your site, create a new user to see whether there is an email sent to him or not ? If there is no email sent to that user, there must be a problem with mail setting on your site. Go to Site -> Global Configuration, try to use different mail setting until it works. Joomla provides several mail option :

Send Mail
SMTP

I've set up a new user for the site and the new user gets an email.

Hi Joe
That mean there is no problem with mail settings on your site and registrants should receive confirmation email. Maybe you entered a wrong email on registration form or something like that. Could you please submit a support ticket sending me administrator account of your site so that I can check the problem myself ?
