I wound up creating an "EShop" user group under the Administrator group. I then had to manually block permissions for all of the components I wanted to hide from the EShop users. Not very elegant but it did the trick.

administrator/index.php?option=com_eshop. So it does not matter what the Joomla user group permissions are set to. However, even when a Joomla user group has permission, the eShop link under components is not visible.
This is fine for me right now. I just manually added a link to eShop on the menu. Then hardcoded a redirect on the eShop frontage for users that are not Managers or Super Users.

The Permission at the back-end side of EShop only control Admin or Manager users to access to some of the most important part of EShop Order Manager, Reviews Manager, Payment Plugins, Manager, Shipping Plugins Manager, Themes Manager, Customers Manager, Customer Groups Manager, Coupons Manager, Vouchers Manager, Configuration, Tax Classes Manager, Tax Rates Manager and Reports .
It does not prevent Admin or Manager users to access to Categories, Products, Manufacturers or Options Manager.

I have a similar issue to the posters above.
I granted the Administrator group access to all the actions in com_eshop and it worked OK.
I created a new group called Shopkeepers as a child group of Managers. I denied this group access to all other components on the back end and just gave them access to com_eshop and com_osmembership.
Now when a member of the Shopkeepers group logs in, they see Membership Pro in the Components menu, but not EShop.
I have set every Action to Allowed in the Permissions tab of Global Configuration for Shopkeepers group in com_eshop Component.
Any idea why these users cannot see the menu option?

Hi Giang,
I used David's solution from above. I just provided the relevant users with a direct link: administrator/index.php?option=com_eshop
I think the problem is just that it doesn't provide a menu item in the Components menu even when you give the group full permissions.

I have the following issues with the privileges:
1. I have to define the privileges to "Not Allowed (Locked)" because the inheritance is not working.
2. The section "Voucher" is still accessible despite it is defined as not allowed.
3. There is no option to not allow access to the tabs "Catalog" and "System".
