Can't install edocman

When I try to install edocman I get the error:
0 DateTime::__construct() [datetime.--construct]: Failed to parse time string (jerror) at position 0 (j): The timezone could not be found in the database

Troubleshooting I have:

1. made sure permissions on folders were all correct
2. made sure all users AND config file had america/new_york setting
3. Check the server php.ini and it also has america/new_york setting
4. Ran a phpinfo file to be sure the server had that setting.

I am out of ideas for how to get this component installed. Can you help?

As replied via email, please send us administrator and FTP account of your site so that we can check and install it for you. From the error message , I am thinking of the path to log folder is not correct or the log file is not writable but I will need to check it directly on your site.
