It is very important indeed to have a description field for every payment method, particularly for the offline one.
Imagine, for example, that there is also a payment fee for payment via bank deposit but it's not flat for every bank so you can't use the related fee field on the offline payment plugin. So, it is crucial to display this information right away when someone chooses the offline payment method. Particularly when other payment methods have a fixed fee, users get the impression that using offline payment is "cheaper", whereas it's not.
