Disallow or disable the ability to register depending on response to question

We do not support that option. However, there is a workaround which you can try:
Edit that custom field, set Server Validation Rules to in:Yes. Set Validation Error Message to the error message you want to display when users choose No for that option

Then test it. It is not working exactly as you want but it should work for your need
