Send Notification Email when Event Details Change

Sometimes details about an event changes ie Time, Date, venue or other details.
It would be nice if when a change to an event has been made, registrants are sent an email with a simple message saying something like "Some details of this event [Event Name] on [Event Date] have changed" with a link to the updated event.
At the moment the event creator has to make a change and then use the Mass Mail menu function.
