$currency = utf8_substr($line, 4, 3);

I just set Auto Update Currency from yes to no and website works now so there must be some bugs in the Auto Update Currency
so I guess this could just be a bug report

how would I go about fixing

I think this problem is regarding php version. Please submit a ticket to send me the Super Admin account to your site so I can check and solve it for you.

I did submit ticket with your login.
this error is now fixed not sure if you fixed.But I did fix a database error today witch may have fixt it to it is now set to Auto Update Currency and is working fine now
