Is it it possible to create a coupon, which gives to the user a fixed reduced price and not a reduction on the current price, please?

So you want it works so that if user enters that coupon, he will pay fixed price entered in the coupon, and not depend on price or the event or what he selects on registration form ?

Unfortunately, that's not possible
