how can I edit/change submit event tab name: moodle courses settings to "Enrol to Moodle courses"

That's controlled by the custom plugin you develop (guess it's a custom plugin to integrate Events Booking with Moodle somehow)

I think it's controlled by a language item or maybe it's hardcoded in the code of that plugin. You should contact the developer who made the plugin for you and ask him to check it
