Make cities not required..

HI, please i need to change the field Cities in the front end.
I need to change to NOT Required, is this possible?? or change this required in the databass or script?

Yuo know all the cities in the countries are not updated, there are some new cities in my conuntry (Mexico) tha is not in the list of cities... i can add new cities, but theere area many many cities i did not know, so my users will not find your city in the list.

Can you help me??
To change the citie field to NOt required, or change to teh user can add it manually??
